This Policy Brief, from the Policy Learning Platform for a Europe closer to Citizens, was published by Interreg Europe in May 2026, authored by James Ling and Astrid Severin.
As a territorial tool to implement PO5 (Europe closer to Citizens) funds, CLLD can be applied to a wide range of policy areas such as urban regeneration, culture and tourism, mobility, climate and environment, social issues and economic development.
The Brief includes a comparison of CLLD and ITI and explores topics, such as
- Support to Small Businesses and Innovation Ecosystems building
- Improvement of Quality of Life and Public Services
- Reinforcement of Place Identity and Differentiation
- Mobilising Underutilised Local Assets
showcasing the relevant knowledge, solutions and good practices mainly from Interreg Europe projects.
It concludes with a series of recommendations:

3. Institutionalise participation
4. Provide flexible funding to community groups
5. Embed CLLD in wider regional development strategies
