Title: “Citizen participation: From Sherry Arnstein’s ladder to Co-everything”

Date: Tuesday, 21 January 2025

Time: 17.00 CET

Moderator: Urszula Budzich-Tabor, LDnet and AEIDL

Speakers:

– Peter Ramsden, President LDnet and Freiss ltd

– Marijana Sumpor, City of Zagreb and Euro Ekspertiza J.d.o.o.

– Giuseppe Pace, LDnet and CNR-IRISS

Description:

The webinar will introduce the topic of participation and explore how to distinguish it from partnership.  It will revisit the ladder of participation developed by Sherry Arnstein in 1969 after her work on Lyndon Johnson’s model cities programme and go on to look at its strengths and weaknesses as a framework.  Practical examples will be presented for Naples and Zagreb looking at ways to engage with citizens in very different political and cultural settings.  In Zagreb they have launched participative budgeting and are using this to bring city policy making closer to citizens.  The webinar will finally look at the dark side of participation.

Draft Agenda:

17.00 – 17.05   Welcome (Urszula Budzich-Tabor)

17.05 – 17.20   Introduction – What is participation: the ladder of participation and the concept of co-everything (Peter Ramsden)

17.20 -17.35   Experiences of citizen participation in Zagreb (Marijana Sumpor)

17.50 – 18.25   Panel discussion and opening up to participants (Peter Ramsden and Urszula Budzich-Tabor)
