STRAT-Board, an Interactive Tool for Integrated Urban & Territorial Strategies
In October 2025, the European Commission’s Joint Research Centre (JRC) launched the 2021-27 version of its STRAT-Board database and map showing all Cohesion Policy-funded territorial strategies in the EU. It is an interactive mapping tool providing information on so far 1,426 integrated strategies that make use of either ERDF, ESF+ or both. While some data is still missing, e.g. from Spain and Denmark, it gives a first indication of how territorial instruments are used in 2021-27. For instance, the figures show that the split between urban strategies (55% or 790 strategies) and rural ones (45% or 636 strategies) is relatively even. Also, the three territorial delivery mechanisms offered by the regulations do not show major differences in their use: 27% of the strategies use Integrated Territorial Investments (ITIs), 35% Community-led Local Development (CLLD) and 38% other territorial tools. The platform also allows for a comparison between the past 2014-20 and current 2021-27 programming periods.
Data collection remains open until the end of the year, when the JRC plans to publish a study presenting the main messages.
