Graduate in economics and in geography, JP Pellegrin was a former principal administrator of the OECD Directorate for Education, Employment and Social Affairs (1975-1990) and Directorate for Territorial Development (1990-1998). He participated in the development of the LEED (Local Employment and Economic Development) programme) cooperating with first EC action programmes on local development such as LEDA (Local Employment Development Action).
After 1999, he worked as an independent consultant and evaluator of several EU and French development programmes and projects on employment, social inclusion and territorial development policies. At EU level he was involved in the evaluation of programmes (such as Acting Locally for Employment, Peer Reviews on employment and on social inclusion policies, Interrreg II, ESF Art 6 projects, Linking Local Actors, Equal, stakeholders’ involvement in Social Inclusion policies, Social OMC) and in the preparation of the report fro DG Regio on Cohesion Support Local Development.
In France, he participated in the evaluation of several Equal and Leader + projects, State-Region Plan Agreement (Contrats de plan Etat-Region) and Objective 2 OPs. He wrote for the DATAR (National Agency for Regional Development) a review of territorial development policies in the USA and in Brazil.
He is now retired and a member of AEIDL and of the French Association UNADEL ( Union des acteurs du développement local). At local level, he is a member of a Local Action Group of a current Leader programme in his native region (Provence-Alpes–Côte d’Azur).
