Eileen Humphreys (PhD) has worked in public policy research or consultancy since 1986. She now operates as a private consultant. Formerly (2006-2009), she was Senior Research Fellow at the Department of Sociology, University of Limerick, Ireland. Areas of expertise include: labour market policy; social capital in local communities of place (urban and rural); and social aspects of urban regeneration (education, labour market); and health. She has undertaken expert assignments on rural development in the context of the LEADER Programme (UK formerly and more recently in Ireland). Current or recent research in Ireland includes: baseline study of children and families in urban neighbourhoods (disadvantaged / average / affluent) in the context of the Limerick Regeneration Initiative; study of health inequalities in ageing populations in urban neighbourhoods; youth services provision in a rural county of Ireland; and consultancy to a private sector-led initiative (Limerick Enterprise Development Partnership) in the development, review and evaluation of projects (enterprise, labour market, education) to support urban regeneration. In terms of EU work, she has participated in the team engaged in the EU-wide evaluation of EQUAL (2000-2006) including the review, analysis and case study preparation of EQUAL in Ireland and she is also in the team engaged in the ESF Expert Evaluation Network. She worked for over ten years (1988-2000) in a private consultancy (LRDP and now KANTOR) undertaking policy development and evaluation work in areas such as social inclusion / anti-poverty initiatives, urban and rural development and SME development.
