Highlights from the LEADER/CLLD 2019 Conference

ELARD and the Portuguese LEADER network Minha Terra have organised the last gathering under the Portuguese Presidency of Maria João Botelho in the beautiful town of Amarante in Northern Portugal, hosted by the LAG Dolmen. The workshop on 25.11.2020 served as an exchange platform to discuss the state of play in the member countries and to lay out priorities for the upcoming Presidency which has been entrusted to Marion Eckardt and the Swedish LEADER network.

The highlight of the gathering was a LEADER conference on 26.11.2020 with more than 100 participants. Loris Servillo, Politecnico di Torino, presented a thorough study on the implementation of multifund-CLLD across EU member states and regions. The study has been carried out together with Stefan Kah, European Policy Research Center (EPRC). Furthermore, Radim Sršeň and Roman Haken presented the Opinions of the European Committee of Regions (CoR) and of the European Economic and Social Committee (EESC) regarding CLLD in the period 2021-27. It may be of interest to remind of the fact that the CoR has opined for 8% minimum endowment from EAFRD and all Cohesion Funds, whereas the EESC even goes one step further calling for a 15% endowment from all these funds to a separate CLLD fund. It would be wise to remind the decision makers of all the different countries and regions that they may have voted when it comes to the pre-programming negotiations for 2021-27 which are in full swing in most countries.
