Part 3: In what direction can the next MFF evolve in 2026?

Webinar, Thursday 4 December 2025, 16:30-18:00 CET

2025 has seen the prospect of a dramatic transformation of EU funding and policy architecture in the 2028-2034 period. It has marked the start of a debate in the context of the next Multiannual Financial Framework which is likely to stretch up to the end of 2027. The place of local development and territorial approaches is a central concern to all the local and regional stakeholders.

So far, LDnet has taken stock of the Commission’s opening gambit with a first webinar and regular updates on the proposals for the MFF 2028-2034. And we have gone further observing and discussing the reactions and expressed hopes of local stakeholders, including a second webinar and updates.

The next stage in 2026 is likely to be dominated by the major players (co-legislators): Member States to begin staking their positions and discussing within the Council, and the European Parliament that will need to forge robust positions on this matter in view of the multiple political groups involved and given the multiple fragmentation engendered by the architecture of the Commission’s proposals (with notably National Plans falling into the remit of several EP committees). It will also be a period of intense mobilisation of civil societies and other stakeholders on advocacy at EU and national levels.

Our third webinar on 4 December 2025 will distil the state of play at the closure of 2025 and will offer a forum for discussion about the proposals published in July, the expected positions of legislators and stakeholders, as well as potential scenarios of how the new MFF will evolve over 2026, with a specific focus on issues of particular relevance for local development.
