Capacity building: what for?

On Tuesday 7 October LDnet organised a debate on “capacity building: what for?” as part of Open Days 2014(cache). It was opened with a presentation by Simona Pascariu on capacity building in rural Romania, and a presentation of urban and urban/rural examples by Peter Ramsden based on the experience of other countries, including Greece, Germany and the Netherlands. The debate was moderated by Urszula Budzich-Tabor and the discussants were Carin Alfredsson (SE), Ryszard Kaminski (PL), Robert Lukesch (AT) and Eileen Humphreys (IE). A lively debate followed including substantive contributions from Radim Srsen (ELARD) and Melody Houk (URBACT).
The debate focussed on capacity building in the context of community-led local development (CLLD), in both urban and rural environments, and the role of capacity building as a longer term developmental process. A summary report is attached below, together with Simona’s and Peter’s presentations.
A networking session afterwards offered an opportunity for informal exchanges. Participants explored capacity building issues and how to continue afterwards, for instance, through a number of informal groups sharing experiences and developing practical propositions.
This year’s OD event built on the successful workshops of LDnet at OD2012 and OD2013.
